Step 1
- Open Image.
Step 2
- Duplicate the background layer.
- Select the new layer and set the blending mode to Soft Light.
Step 3
- Create a new layer.
- Fill the new layer with color #000d5e and set the blending mode to Exclusion.
- Repeat Step 3 for more effect.
